This is a short concrete arch railroad bridge that today carries a rail-trail. Although the pipe running through the arch is unsightly, the arch was actually built the same year as the current dam, so this could have been all part of the same project. The pipe carries water to a power generating plant downstream, located past a 50 foot drop of waterfalls. More information available here.
