This is a corrugated culvert with unusual guardrails. These guardrails were likely once trusses on a small bridge, probably in this same location. When you consider that many truss bridges have guardrails that are more substantial than these things, it is easy to say that these are not strong enough to have ever been the trusses for a whole bridge. But take a look at the Powers Highway Bridge, and you will see that although it is a lattice truss which means a bit more steel, it is also made out of the same very lightweight steel. Bridges like these were marketed in the first years of the 20th Century to townships as inexpensive alternatives to the more costly truss bridges that featured the more traditional and more massive design. They were essentially budget bridges.
Another interesting note with this culvert is that old concrete posts that St. Clair County used long ago for right-of-way markers and also for guardrails have been reused to create a makeshift abutment for the culvert.
